Use standard confing for Rubocop

To use the standardrb configuration for Rubocop:

# .rubocop.yml
require: standard

inherit_gem:
  standard: config/base.yml

Useful if your editor uses Rubocop to show linting issues, but you still want to follow the rules of standardrb.
